Customs & trade

T-CAMS. A clearer record for trade.

The Tanzania Customs Agent Management System connects clearing-agent services, professional fees and the records used to follow a transaction.

Clearing-agent programmeUpdated 8 October 2026

The work behind a shipment

A clearing agent prepares declarations, coordinates documents and helps a cargo owner meet the requirements of a shipment. The agent’s professional work creates a fee of its own, alongside the taxes and other charges associated with the cargo.

T-CAMS brings that professional-fee record into a structured digital process. Our work with TAFFA and TACAS focuses on connecting the agent, the service, the applicable payment and the resulting compliance record.

T-CAMS, explained

From service to payment record

  1. 01

    Identify the agent and service

The transaction begins with the participating agent, the cargo-related service and the invoice reference.

  2. 02

    Record the charges

The invoice identifies the amounts and their purpose so that the payer can distinguish statutory obligations from professional and service fees.

  3. 03

    Match the payment

Payment information is matched against the relevant instruction. A shared reference makes an incomplete or disputed transaction easier to trace.

  4. 04

    Connect the compliance record

The programme includes a Single Use Compliance Certificate and connections with the Tanzania Revenue Authority’s administrative processes. Each record needs to remain tied to the transaction it concerns.

The institutions around the system

Associations, regulators, customs authorities and technology providers have different responsibilities. CapitalPay develops the payment and administrative technology; the organisations responsible for professional standards, customs decisions and statutory obligations retain their respective roles.

Getting started

The Tanzania team handles questions about participation, training, the applicable service documents and payment references. A useful starting point is your organisation’s name, its role in the clearing process and the service you want to discuss.

For a question about an existing charge, use the invoice and its reference. That gives the team a specific transaction to investigate and a basis for explaining the amount.
