One transaction, several responsibilities
An importer appoints a clearing agent. The agent works with customs requirements and service records. A payment institution handles the financial transaction. Technology connects parts of the process. These roles remain distinct even when information moves between systems.
The organisations involved
TRA
The Tanzania Revenue Authority is responsible for tax and customs administration. TANCIS is its customs system.
TASAC
The Tanzania Shipping Agencies Corporation has responsibilities for regulating clearing and forwarding services, including the published agency-fee order.
TAFFA
The Tanzania Freight Forwarders Association represents freight-forwarding businesses.
TACAS
The Tanzania Customs Agents Society participates in the clearing-agent programme and represents the profession in the public discussion of T-CAMS.
CapitalPay
CapitalPay’s work concerns the technology connecting the professional service, payment information and administrative record.
Banks and payment providers
The applicable payment arrangements determine how an instruction is processed and how funds reach the receiving account.
A connection between systems
An integration can allow one system to exchange a defined record with another. It does not make the two organisations the same institution. The useful explanation names the information exchanged and the decision each organisation remains responsible for.
For T-CAMS, that means following the professional fee and compliance record while recognising TRA’s customs responsibilities and the distinct role of the clearing agent.
Where to take a question
An invoice query begins with the issuing organisation and the transaction reference. A payment-status question needs the payment record. A regulatory complaint follows the responsible authority’s procedure.
The Tanzania team can help identify the relevant programme contact when the issue concerns CapitalPay’s service.
