A service and its financial record
At a border, the service decision and the related payment need to remain connected. A responsible institution needs to identify the service, the charge, the payer and the transaction status without reconstructing the process from disconnected records.
The announced programme combines Securiport’s border-security technology with CapitalPay’s bank-integration capabilities. CapitalPay’s work concerns the financial record: collection, payment matching and the information needed to follow the transaction.
Distinct responsibilities
Border authorities
The responsible public institutions administer immigration services and the decisions associated with them.
Securiport
The partner’s work concerns border-management and security technology.
CapitalPay
Our role concerns payment integration and the transaction record associated with the relevant service.
Payment institutions
The participating payment arrangements determine the processing and settlement of the financial transaction.
Programme scope
The announced scope concerns airports, land borders and seaports. Site-level arrangements determine the services, payment channels and operational responsibilities for a particular implementation.
For an institution considering the programme, the starting point is its service catalogue, authorised charges, receiving accounts and the records required for payment matching. The Tanzania team can discuss these with the people responsible for delivery.
A clear boundary around information
A payment reference, a service application and a biometric record are different kinds of information. System design should define the fields exchanged, the authorised users and the purpose of each connection.
Our guide explains the questions institutions should resolve when designing the payment record and access arrangements.
